I. Holders of Polish, Estonian, Latvian and Lithuanian passports who are traveling to the Philippines for business and tourism purposes are allowed to enter the Philippines without visas for a stay not exceeding thirty (30) days, provided they hold valid tickets for their return journey to port of origin or next port of destination and their passports are valid for a period of at least six (6) months beyond the contemplated period of stay.
a. BUREAU OF IMMIGRATION (BI) MEMORANDUM CIRCULAR NO. MCL--08--003 ON "VISA UPON ARRIVAL" FOR "NO VISA REQUIRED TEMPORARY VISITORS". Pursuant to Section 18 of Memorandum Circular No. MCL-005 and in the interest of public service, and effective immediately, no visa required temporary visitors arriving to the Philippines who wish to stay for more than thirty (30) but less than (59) days may apply for a visa upon arrival at the airport of entry instead of securing a visa waiver in the Bureau's main office or any of its field offices upon payment of $50.00 visa fee plus P500.00 Express Fee and P10.00 Legal Research Fee.
b. For children below 15 years old traveling to the Philippines unaccompanied by or not joining a parent in the Philippines, the Philippine Bureau of Immigration requires a Waiver of Exclusion Ground (WEG). Please contact the Consular Section for further instructions.
II. One 4.5 cm x 3.5 cm color photograph taken not earlier than six (6) months before applying for a Philippine visa.
III. Original passport valid for at least six (6) months beyond intended stay in the Philippines.
IV. Flight confirmation/itinerary or photocopy of airline ticket to and from the Philippines.

VI. PAYMENT OF FEES (Please read the following instructions carefully. Non-compliance with payment instructions may delay the processing of your application.)
Effective 01 September 2007, the Consular Section of the Philippine Embassy will not accept cheque payments from walk-in applicants. All applications submitted to the Embassy will be processed upon receipt of complete requirements and presentation of proof of payment.
Processing of applications normally takes three (3) working days from receipt of complete requirements or seven (7) working days during peak travel season (September to February).

Applicants are reminded to indicate the following details in the bank transfer form:.... Bank sending charges must be paid by the applicant. Please instruct your bank to send the corresponding credit advice of your payment remittance, with your full name indicated in the message box. The Embassy will commence processing your application only upon receipt of the credit advice.
VII. Application for visa should be applied or submitted one (1) month before intended departure to Philippines.
Important Note: Filipino Citizens and Former Filipino citizens traveling with their spouse/children may enter the Philippines without a visa for a maximum stay of one (1) year under the Balikbayan Programme. Visa fee is PLN 120 for a single entry visa good for three months.
Visa application are to be made in person. If this is not possible, the applicant must have his application form attested to/notarized by Latvian notary public.
